2019 Electronic Voting Rules – Young Penalist Committee

In accordance with article 27 of the by-laws a Young Penalist committee of 7 persons is established within the framework of the Association (further: the YP committee). These rules are drawn up to organize the electronic voting of the YP committee at the occasion of the 2019 AIDP International Congress of Penal Law.

  1. only AIDP members who are under the age of thirty-five and who have paid their dues for two consecutive years by 15 September 2019 at the latest are eligible to vote;
  2. only a team of AIDP members who are under the age of thirty-five are eligible to be candidates for the YP committee election;
  3. the candidate team should consist of a minimum of five and a maximum of seven YPs;
  4. the candidate teams should be composed in accordance with the principle of geographical representation and gender balance;
  5. the candidate teams should send their team candidature to deputy secretary-general Els De Busser by email (e.de.busser@fgga.leidenuniv.nl) by 1 October 2019 at the latest. The team candidature should contain a picture and a bio of maximum 200 words of each member together with their consent to use these personal data for the purpose of the electronic voting procedure. The electronic voting will be managed by a third party host commissioned by the Association for this purpose only;
  6. in the case where only one candidate team sends in their candidature by 1 October 2019, there will be no electronic voting procedure. The candidate team will automatically be the YP committee for a term of five years;
  7. the electronic voting of the YP committee will be open for voting from 4 November 2019 until 11 November 2019. At this moment all eligible voters will receive their ballot by email. Each eligible voter can vote only once;
  8. votes can only be cast for a candidate team;
  9. there will only be an electronic voting procedure for the YP committee and no voting will take place on paper;
  10. the results of the electronic voting will be announced during the 2019 AIDP International Congress of Penal Law.

 

Clarifications on the Electronic Voting Rules – Young Penalist Committee:

 

Clarification to rule 1:

Only AIDP members who are under the age of thirty-five and who have paid their dues for two consecutive years by 15 September 2019 at the latest are eligible to candidate for the elections.

For both eligible voters and candidates, the phrase “two consecutive years” should be interpreted as not necessarily referring to the last two consecutive years.

 

Clarification to rule 2:

The members of the Committee of Young Penalists should not be disqualified if they exceed the age of thirty-five during their mandate.

 

Clarification to rule 4:

The candidate members of the Committee of Young Penalists must originate from different National Groups; moreover not more than three members may originate from the same region.

With a view to the elections of Young Penalists, the National Groups of the Association are part of the regions as follows:

a) Subsaharian Africa,

b) North America,

c) Latin America,

d) Asia and Pacific,

e) Europe (including Turkey), and

f) Middle East and Maghreb.
